Key takeaways

  • Delhi NCR (Delhi, Gurgaon, Noida, Faridabad, Ghaziabad) has India's broadest talent base across consulting, tech, sales, and government-adjacent functions
  • Delhi, Haryana, and Uttar Pradesh do not levy Professional Tax, simplifying payroll compliance versus Maharashtra or Karnataka
  • Delhi qualifies as a metro for HRA exemption (50 percent of basic), as do Gurgaon and Noida by income tax interpretation
  • A ₹22 LPA mid-level engineer in NCR typically costs an employer ₹24-26 LPA fully loaded, comparable to Bangalore
  • Foreign companies can hire across NCR in 5-7 days through an Employer of Record without setting up a separate entity per state

Why Hire in Delhi NCR

Delhi National Capital Region — comprising Delhi, Gurgaon (Gurugram), Noida, Faridabad, and Ghaziabad — is India’s largest urban agglomeration and the country’s most diversified labour market. Where Bangalore is concentrated in technology and Mumbai in finance, NCR’s working population spans government and policy, management consulting, technology, financial services, e-commerce, manufacturing, automotive, sales and distribution, and back-office services for global firms. The region accounts for the largest share of consulting and big-four professional services jobs in India.

For foreign companies, the practical attractions are talent breadth, English fluency, and proximity to the central government and policy ecosystem. Senior consulting, strategy, sales, and corporate roles are particularly well-supplied. Time-zone overlap is identical to Bangalore: three to four hours with US Pacific in the morning, five to six with London in the afternoon. The IGI International Airport in Delhi is India’s largest, with frequent direct connections to most global hubs.

The dominant industries in NCR are management consulting and professional services, technology product and services, e-commerce and consumer internet, banking and capital markets (corporate and middle-office functions), automotive (centred in Manesar and Greater Noida), aviation and travel, and government-adjacent technology and policy.

Delhi NCR Talent Landscape

NCR’s elite talent pipeline is anchored by the Indian Institute of Technology Delhi (IIT-D), India’s second largest IIT and a top-three engineering school nationally. IIT-D graduates approximately 1,200 engineers per year. The Delhi Technological University (DTU) and the Indraprastha Institute of Information Technology Delhi (IIIT-D) add depth at scale, together producing more than 2,500 engineering graduates annually.

For business education, the Faculty of Management Studies at Delhi University (FMS) is among India’s top business schools and pays the lowest tuition relative to placement outcomes; the Management Development Institute (MDI) Gurgaon, IMI Delhi, and Indian Institute of Foreign Trade (IIFT) add strong volume. The Indian Institute of Mass Communication, National School of Drama, and several leading design schools (NIFT, Pearl Academy) supply media, design, and creative talent.

For law, the National Law University Delhi and Faculty of Law Delhi are top-tier; for public policy, Lal Bahadur Shastri National Academy and the Indian School of Public Policy supply the largest talent pools nationally. The Ashoka University in Sonipat (NCR) has emerged as a feeder for liberal-arts oriented hiring across consulting, tech, and finance.

Engineering talent in NCR numbers approximately 600,000 to 700,000 working professionals, second to Bangalore. The mix is broader than Bangalore — heavier in services, IT consulting, automotive engineering, and back-office technology, somewhat lighter in pure consumer-internet product. The dominant employer industries are IT services and consulting, technology products, e-commerce, telecom, automotive, and government.

Delhi NCR-Specific Compliance

Hiring across NCR triggers state-specific compliance based on the office state, in addition to central PF, ESI, and TDS rules. Each NCR state has its own Shops and Establishments Act and labour department.

Delhi Shops and Establishments Act, 1954. Establishments operating in Delhi proper must register under this Act within 90 days of commencement. The Act governs working hours (9 per day, 48 per week), weekly off, leave, holidays, and overtime (twice the ordinary wage). Annual leave entitlement is 15 working days per year for adults. Delhi requires online registration through the Department of Labour. See Shops and Establishments Act.

Haryana Shops and Establishments Act (for Gurgaon). Gurgaon offices register under the Haryana Shops and Commercial Establishments Act, 1958, with broadly similar provisions to Delhi. Registration is online through the Haryana Labour Department portal.

Uttar Pradesh Dookan Aur Vanijya Adhishthan Adhiniyam (for Noida and Ghaziabad). Noida and Ghaziabad offices register under UP’s Shops and Commercial Establishments Act. UP Shram Vibhag handles registration; many provisions mirror Delhi.

No Professional Tax in Delhi, Haryana, or UP. Unlike Maharashtra, Karnataka, Telangana, and most southern states, none of Delhi, Haryana, or Uttar Pradesh levies Professional Tax. This removes one monthly statutory remittance and reduces payroll administrative burden. See Professional Tax for context on which states do levy it.

No Labour Welfare Fund in Delhi. Delhi does not maintain a Labour Welfare Fund. Haryana operates a Haryana Labour Welfare Fund with employer contributions of ₹31 per employee per month and employee contributions of ₹10. Uttar Pradesh’s LWF was historically dormant but has shown periodic activity; current practice is to monitor for revival. See Labour Welfare Fund.

Provident Fund and ESI. Central PF (12 percent employer plus 12 percent employee on basic up to ₹15,000 wage ceiling) and ESI (3.25 percent employer plus 0.75 percent employee on gross up to ₹21,000 per month) apply uniformly. See PF and ESIC India Guide.

POSH Internal Complaints Committee. All NCR employers with 10 or more employees must constitute an Internal Complaints Committee under the Sexual Harassment of Women at Workplace Act and file annual returns with the relevant District Officer.

Office vs Remote vs Hybrid in Delhi NCR

NCR’s commercial real estate is segmented across three submarkets.

Gurgaon (Gurugram). Cyber City and Cyber Hub host most foreign banks, consulting firms, and product companies. Grade A rents are ₹140 to ₹220 per square foot per month. Golf Course Road and Golf Course Extension Road are slightly cheaper at ₹110 to ₹170. Sohna Road and Manesar offer back-office space at ₹70 to ₹110.

Noida. Sectors 62, 125, and 132 host most of NCR’s engineering and back-office talent. Grade A rents are ₹70 to ₹120, materially cheaper than Gurgaon. Strong metro connectivity to Delhi has narrowed the commute gap.

Delhi. Aerocity (near IGI airport) hosts hospitality and corporate offices at ₹140 to ₹190. Saket District Centre, Nehru Place, and Connaught Place serve smaller and boutique offices at ₹120 to ₹220.

The hybrid model dominates, with most consulting and corporate firms moving to four to five days in office through 2025. Technology firms typically operate three to four days in office. Pure remote arrangements remain workable through an EOR for senior individual contributors. See Hire Remote Employees in India.

Hiring Channels in Delhi NCR

Hiring channels segment by function and seniority.

Consulting and strategy. MBB and Tier-2 firms hire almost exclusively through campus placements at IIM-A, IIM-B, IIM-C, ISB Hyderabad, and IIT-D. Lateral hiring uses retained search through Egon Zehnder, Spencer Stuart, and Russell Reynolds.

Engineering and product. LinkedIn and Naukri cover most active hiring. Hirist and Cutshort focus on tech roles. Campus placements at IIT-D, DTU, IIIT-D, NSUT, and JIIT yield strong outcomes.

Sales, marketing, operations. Naukri dominates for breadth; LinkedIn for senior search. NCR has the largest concentration of enterprise sales talent in India, particularly for north India territory coverage.

Senior leadership. Retained search through Heidrick, Egon Zehnder, Russell Reynolds, Korn Ferry, and Indian boutiques such as Native and EMA Partners is standard for VP and CXO hiring.

Government and policy. Public policy and government-affairs roles in Delhi proper draw from a tight network of think-tanks (Brookings India, ORF, Carnegie India), NLU and Faculty of Law graduates, and IAS-officer alumni networks. These roles rarely surface on Naukri or LinkedIn.

Setting Up Without an Entity: The EOR Option

For foreign companies hiring fewer than 25 employees across NCR, an Employer of Record is the standard structure. An NCR-specific advantage of the EOR model is that one EOR holds Shops and Establishments registrations across Delhi, Haryana, and Uttar Pradesh, allowing a foreign company to hire across all three NCR states under one contract.

Onboarding through an EOR in NCR typically takes 5 to 7 business days. The EOR issues a compliant offer letter under the relevant state’s Shops and Establishments Act, registers the employee with EPFO and ESIC where applicable, files monthly TDS returns, and issues Form 16 at year end. The foreign company pays the EOR a monthly fee plus the employee’s CTC.

The economic break-even between EOR and own-entity in India sits at approximately 15 to 25 employees. Below that, EOR is faster, lower-risk, and lower-cost. Above that, the own-entity model amortises better. See EOR vs Entity in India and Best EOR in India.

Common Mistakes When Hiring in Delhi NCR

Underestimating the consulting compensation premium. Consulting and senior corporate roles in Gurgaon Cyber City pay 30 to 80 percent above general benchmarks. Use firm-tier-specific benchmarks rather than industry averages.

Mismatching state registration with employee location. A common error is registering only under Delhi Shops and Establishments while hiring an employee whose office is in Gurgaon (Haryana) or Noida (UP). State registration must follow employee work location, not the employer’s headquarters.

Office cadence mismatch. Senior consulting and corporate candidates in NCR generally expect a four-to-five day office model. Offering full remote substantially reduces conversion at this seniority. Confirm expectations early.

Commute realities. NCR commutes can exceed 90 minutes one-way. A Gurgaon office and a Noida candidate frequently does not work without a relocation budget or a hybrid arrangement that minimises office days.

Misclassifying employees as contractors. Paying NCR employees as independent contractors to avoid payroll complexity creates substantial tax and labour-law exposure, particularly given the active enforcement environment in Delhi. See Contractor vs Employee in India.

Conclusion

Delhi NCR is the right city for foreign companies whose India strategy involves consulting, sales leadership, government-adjacent functions, or balanced engineering and corporate operations. The talent breadth is unmatched, English fluency is high, and the absence of Professional Tax in Delhi, Haryana, and UP is a quiet but real administrative advantage. The main strategic decisions for foreign hirers are submarket choice (Gurgaon, Noida, or Delhi), in-office cadence, and entity-versus-EOR.

Omnivoo provides a fully compliant Employer of Record service across all NCR states. We hold Shops and Establishments registrations in Delhi, Haryana, and Uttar Pradesh, manage PF and ESI, file TDS returns, and issue Form 16, allowing foreign companies to onboard NCR employees in 5 to 7 days without setting up an Indian entity. For companies that later transition to their own subsidiary, we support the migration of payroll and HR records.

Do Delhi, Haryana, and Uttar Pradesh levy Professional Tax?
No. Delhi (NCT), Haryana, and Uttar Pradesh are among a small number of Indian states that do not levy Professional Tax. This means employers hiring in Delhi, Gurgaon, Noida, Faridabad, or Ghaziabad have no Professional Tax registration, deduction, or filing obligation. This contrasts with Maharashtra, Karnataka, Telangana, West Bengal, Tamil Nadu, Kerala, Andhra Pradesh, and several other states where Professional Tax is mandatory. The administrative simplification is meaningful: it removes one monthly statutory remittance and one annual return per state, and is a frequently underappreciated advantage of the NCR location for foreign hirers.
What is the difference between hiring in Delhi, Gurgaon, and Noida?
Functionally these are submarkets of one labour market. Senior corporate, consulting, and product management roles cluster in Gurgaon Cyber City and Golf Course Road. Government-adjacent roles, public policy, and large public-sector technology programs cluster in Delhi proper. Engineering and back-office cluster in Noida sectors 16, 62, 125, and 132. The state of registration determines labour law applicability — Delhi Shops and Establishments for Delhi, Haryana Shops and Establishments for Gurgaon, UP Shops and Establishments for Noida — but the talent pool moves freely across all three. Most large employers maintain offices in two NCR cities.
What is the typical CTC for a management consultant in Delhi NCR?
Entry-level associates at McKinsey, BCG, and Bain in Gurgaon earn ₹35 lakh to ₹45 lakh CTC including signing bonus, with most of the cash front-loaded in year one. Engagement managers at three to five years earn ₹70 lakh to ₹1.4 crore. Partners and principals earn ₹3 crore to ₹15 crore plus equity. Strategy consulting at second-tier firms (Kearney, Strategy&, EY-Parthenon, Alvarez & Marsal) pays roughly 30 to 40 percent below MBB, with associates at ₹22 to ₹30 lakh. The Big Four consulting practices in Gurgaon pay ₹15 to ₹25 lakh at the associate level. Boutique India-focused firms range widely.
Is Delhi a metro city for HRA tax exemption?
Yes. Delhi is one of four metro cities specifically named in Section 10(13A) of the Income Tax Act, alongside Mumbai, Bangalore, and Chennai, qualifying for the 50 percent HRA exemption cap on basic salary. Gurgaon (Gurugram) and Noida are not statutorily named, but the income tax department has historically permitted metro treatment for tax purposes given their effective integration with Delhi, and several judicial decisions have supported this position. In practice, most employers structure HRA at 50 percent of basic for all NCR locations. Faridabad and Ghaziabad are typically treated as non-metro at 40 percent.
Can a foreign company hire across multiple NCR states through one EOR?
Yes. A pan-India Employer of Record like Omnivoo holds Shops and Establishments registrations across all major Indian states, including Delhi, Haryana, and Uttar Pradesh. This means a foreign company can hire one employee in Gurgaon, another in Noida, and another in Delhi proper through a single EOR contract, with each employee correctly registered under their state's labour law, central PF, and ESI as applicable. The foreign company pays the EOR a single monthly fee per employee plus each employee's CTC. This approach is significantly simpler than setting up multi-state operations through one's own entity.
Where in NCR should a foreign technology company set up an office?
Most foreign technology companies in 2026 choose between Gurgaon Cyber City or Cyber Hub area, and Noida Sector 62 or 125. Cyber City is denser, more expensive (rents ₹140 to ₹220 per square foot per month), and closer to corporate and consulting talent; it suits product, sales, and headquarters functions. Noida is meaningfully cheaper at ₹70 to ₹120, with strong engineering talent supply from JIIT, Amity, and the Delhi engineering colleges; it suits engineering and back-office functions. South Delhi (Saket, Nehru Place, Aerocity) is preferred for boutique offices, smaller teams, and government-facing roles. Faridabad and Ghaziabad rarely make the shortlist for foreign companies.
